Mitigation Fees
Waste & Recovery Mitigation Fee - North Richmond

The Waste & Recovery Mitigation Fee was established by the City and County as a result of the Environmental Impact Report (EIR) prepared in 2003, as a means of mitigating potential impacts on North Richmond from the proposed expansion of waste processing and resource recovery operations located at the foot of Parr Boulevard in North Richmond.  Mitigation Measure 4-5 in this EIR called for establishment of a Mitigation Fee to defray annual costs associated with collection and disposal of illegally dumped waste and associated impacts in North Richmond and adjacent areas, subject to the joint-control of the City and County.


Mitigation Fee Revenue
Since April 2006, the Waste & Recovery Mitigation Fee has been assessed on each ton of waste and bulk processible materials accepted by Republic Services at the Golden Bear Transfer Station and Bulk Material Recovery Facilities which are all located at the old West County Landfill site on Parr Boulevard.
